The term of the Sholapur Municipality had to be further extended to 28th February 1923 as the validity of the elections was the subject of enquiry in the Court of the District Judge. [...] In the Surat District the decrease is mainly due to the campaign of non-payment of taxes in the Surat city organised by the non-co-operating members of the suspended Municipality. [...] of the total demand in Navalgund are reported to be due to (1) the preaching of non-payment of taxes by noco-operators (2) the chaotic condition of the office on account of the sudden disappearance of the late Secretary after defalcating municipal funds and (3) the migration of the population on account of plague and famine. [...] 2 65 000 in the Karachi Municipality alone are explained to be due to the late issue of bills owing to the late disposal of appeals non-payment of the bills for February and March before the close of the year and tightness of the money market. [...] This increase was due to the fact that Government refunded to the Surat Municipality half the sum spent in the previous year on education in the city during the tenure of the non-co-operating municipality and charged in the first instance against the municipal funds.
