The maintenance of the income of the -agricuturist at a satisfactory level will provide a large home market for the products of Indianindustries and encourage their development: It will maintain the revenues of the Provincial Governments because of its direct effects on land FiiTenue and water charges and its indirect effects on the yield of other sources of revenue. [...] In order that a limit 1;nay be placed to the redution in the fair parity price on account of the factors metioned some of the members of the Sub-committee are of the view that the minimum price should not be fixed at a level lower than the fair parity price by more than 121% while other members of the Sub-committee are of opinion that no limitation should be placed upon the discretion of t [...] down while other members of the sub-committee consider that it should operate as a permanent part of policy.- As regards the actual level of the rock-bottom minimum some members of the sucommittee hold the view that it should be equivalent to the average price of the commodity concerned in the pricipal producing areas during the quinquennium 1924-24 to 1928-29 e.g. [...] The success of State Policy in maintaining market prices within the range set by the minimum and the maxmum will depend largely on the capacity of the State toil :nfluence the supply in the marlaTly withdrawing a part! of the supply through its purchases and by adding to th.si supply through its sales as may be necessary. [...] It is felt by some members of the Sub-committee that the composite reserve stocks should be of the order of lisuillion tons while other members of the Sub-comittee are of the view that stooks of the order of 3 million tons are called for.
