But it is essential to record at the same time the feats of production in allied factories and workshops by which the soldiers the sailors and the airmen were supplied with the tanks the guns the ships and the aeroplanes that wrought havoc on the foe. [...] It is also important to record the skill the speed and the efficiency of the captains and soldiers of industry with the same meticulous care as the skill displayed in the planning of military compaigns and the dauntless courage with which they were implemented. [...] The pages that follow will give a glimpse of the feats of production in the Indian factories and an idea of the perforance of the Indian industry in the supply field. [...] Gradually in addition to Inspection Circles Purchase Circles were created in the provices and the department became the chief agent of the Central Government for the purchase and inspection of stores obtainable in India under the provisions of the Store Purchase Rules In 1939 before the outbreak of war the Department had a big organisation having the following three branches; (a) Purchase ; [...] With the outbreak of the war the Department with its well established organisations and wide knowledge of the Indian market was able to bear suc cessfully the brunt of the initial War efforts in India in respect of the supply of materials of varied character.
