(3) When making rules for the conduct of any telegraph established maintained or worked by any person licensed under this Act the Governor-General in Council may by the rules prescribe fines for any breach of the same : As applied to the Hyderabad Residency Bazars the Cantonment of Secunderabad (inclusive of the area hitherto known as the Contingent Station' of Bolarum) the Cantonment (hither [...] Telegraph lines and posts placed before the passing of this Act.—Every telegraph line or post placed before the passing of this Act under over along across in or upon any property for the puposes of a telegraph established or maintained by the Government shall be deemed to have been placed in exercise of the powers conferred by and after observance of all the requirements of this Act. [...] (2) The inhabitants of the place shall be charged with the cost of the additional Police force and the District Magistrate shall subject to the orders of the Local Government assess the proportion in which the cost shall be paid by the inhabitants according to his judgment of their respective means. [...] In cases of doubt the matter shall be referred by the officer in charge of the Telegraph Office to a Secretary to Government or other officer nominated by the Local Government from time to time for this purpose if the office is located at a seat of Government or to the Chief Civil or Military Officer if the office is located elsewhere. [...] (xii) An additional fee equal to half the original registration fee shall be charged for every change of the word selected or for every transfer to another Telegraph Office within the period of registration ; no additional fee shall be charged in respect of a change of residence within the delivery limits of the registering office or in respect of a change in the name or title of the registeri
