Report of the Department of Industries and Commerce Madras for the Year Ending 31st March 1940

Subsequently I was appointed an unofficial adviser to the Government of India on proposals relating to the ludo-Japanese Trade Agreement and attended a meeting of the unofficial advisers at Simla from the 16th to the 22nd July when a unanimous report was drawn up for the consideration of the Government of India in connexion with the negotiations with the representatives of the Japanese Governme [...] The main reasons for the rejection of these applications by the Board were as in the case of applications rejected in previous years the inadequacy of the security offered the apparent incapacity of the applicants to establish the industries successfully and their failure to supply the details required for a proper consideration of the applications. [...] Considerations of space preclude a reference to the many ways in which the Bureau was of assistance in supplying information and advice to enquirers but the steady increase in the number of enquiries may be taken as a reflection of the efforts made by the department to maintain an efficient service for the benefit of the public. [...] In connexion with the application of certain firms and individuals in the Province for inclusion in the list of approved contractors for the supply of articles and stores to the Indian Stores Department the Chief Controller of Stores was supplied with a considerable number of reports based on an inspection of the firms' works as to their capacity financial standing quality of the articles man [...] The hide tanning and leather industry of the Province should enjoy reasonable prosperity during the year but the scope for the further development of the leather goods manufacturing industry will depend on the extent that the war creates a demand for the supply of leather goods for military purposes.
