There will of course be deaths in their ranks during the ten years but there would be the same extent of deaths in the children of the same age group who were not under instrution and hence the percentage of literates in the age group of 15-20 in 1921 to the total yopulation of the age group of 15 20 would not be affected by the factor of death. [...] (ii) It does not allow for the inevitable stagnation from class to class."(iii) It fails to take note that the pupils in Standard IV are the product not of the pupils in the Infants Class of the same year but of the much smaller number of children in the Infants Class of five years ago. [...] In the majority of cases the children in primary schools live comparatively close to the school and it should be in most cases fairly easy for the class teachers to visit the parents' houses and discover for themselves the actual reason for the withdrawal and in addition in cases of indifference to persuade the parents to send their children back to the school. [...] We have based our conclusions and recommendations on the observations in the Annual Reports of the Directors of Public Instruction in British India on the reports of Educational Reforms Committees appointed by some of the Provincial Governments and States and on the personal experience of the members of the Board. [...] It implies a waste of the precious years of a pupil's life the energy of the teacher and the money of the parents and the State.
