This departure from the usual procedure of the Committee as a whole dealing with the work was necessary in view of the immensity of the task anthe necessity of maintaining an all-India perspective.. [...] the commencement of Hell work all the Supervisors (with the eception of those working under the Labour Commissioner Bengal) were called to the Committee's headquarters at Simla and given detailed istructions on the technique and scope of the enquiries to be conducted by them the manner in which they were to submit their data and the centres and units which they were to investigate. [...] It has been a vast array of events the boom and the crisis following the end of World War T. the subsequent recovery and boom up to 1929 the Great.Depression of 1930-34 the Recovery 1935-39 and the. [...] The Ad Hoc Survey Reports10 of this Committee amply bear out the truth of the above satements and in particular they show that so far as labour is concerned there are Patches here and patches there of satisfactory conditions but that there is much leeway to be made in the field of labour legislation and its eforcement as well as in the direct amelioration of labour conditions in the future [...] Owing to the enormous expenditure incurred by the Government of India on account of its own "war effort" and on account of purchases of supplies on behalf of the United Nations there has taken place a hot-house growth of employment in the country.
