I. think however that the consumption must be on the increase judging from the rise of the price of the monopoly and the general information I have gathered as Collector. [...] I think the rise of the price of liquors has had the effect of stimulating the consumption of the drugs. [...] It would enable us to provide for the sale of the more harless forms of the drugs without the others and to meet the demand for one form without alloing the sale of other forms of the drug. [...] It therefore seems probable that the increase in the use of charas is due to the increase in the cost of liquor. [...] I cannot recall the details of any of these cases Question 69.—In saying that Government has done enough to cheek the consumption of the hemp drugs I have the arrangements of the NortWestern Provinces in mind.
