[...] 10 276 Plan and Scope of the Enquiry: —Like most other Provincial Goverments the Assam Government agreed to participate in the All-India Cost of Living Index Scheme of the Government of India to bear 50% of the expenditure likely to be incurred on the maintenance of the provincial staff. [...] Sampling :—The method of sampling adopted was the payroll method in the case of the factory workers while in the case of craftsmen these were selected at randcrn by the Investigators under the guidance of the Officer-in-Charge. [...] An analysis of the budgets according to occupation of the head of the family reveals that in 63 24 per cent of the cases the hedd of the family was working in an engineering trade in 5.95 per cent of the eases in trades dealing with provisions and the rest in others. [...] As the table below will show the average number of persons in the family in the different income group speaking generally increases with the family income athough in some of the higher income groups the average number of peis lower than in the lower income groups.
