Two copies of the new set of by-laws should be submitted to the Registrar for his sanction to the abrogation of all previous by-laws and to the adoption of the new by-laws together with a note about the constitution of the General Meeting which adopted the new by-laws. [...] (6) The Commissioner of the Division and the District Officers may request the Registrar of Co-operative Societies to depute Inspectors and other officers to visit any particular area and it will be the duty of the Registrar to comply with their wishes. [...] The statutory audit must be done on the spot and it shank' be combined with a private enquiry into the working of the societies behind the backs of the Chairmen Secretaries awl other chief officers of the societies. [...] It has been found out that serious abuses prevail in some of the socie“es and the members are not willing to disclose them in the presence of the Chairmen and the Secretaries who are very often the principal men of the villages. [...] They will also generally inspect the Central Bank with special reference to the following points :— (a) The number of days the inspecting staff was out on tour during the last quarter and the outturn of the work of the staff.
