All the Nationalist candidates withdrew from the contest and about 80 per cent of the voters did not go to the polls on the advice of the Congress. [...] The new 'leader of the Council-entry Party was the late Sri Bhulabhai Desai The Congress had not yet recovered its organisational strength after freedom movements of 1930 and 1932 and the ractionary forces headed by Lord Willingdon were in the saddle so it was apprehended that the success of the Congress in the elections would be only nominal.
