The importance of livestock in the national economy can be appreciated from the fact that the contribution of livestock to the national income of India in 1950-51 was Rs. [...] The importance of livestock in the national economy has been realised since ages but it was mainly in the first decade of the present century that the Goverment first decided to take steps to improve the condition of the livestock in the country by organising veterinary and animal husbandry departments and services in the different States. [...] The conducting of this Census is essentially the responsibility of the States the role of the Central Government being that of co-ordination at the alIndia level. [...] With a view to ensure uniformity of concepts and in order to make the data comparable the Central Government prescribed for the 1951 Census a uniform pro-forma and also issued detailed instructions to the States for carrying out this Census.ii At the Centre the Office of the Director General Commercial Intelligence and Statistics was performing the duties of co-ordinating the work relating to L [...] In the case of buffaloes the number of females was 2.6 times those of males while in the case of cattle the number of males was 12 times those of cows.
