(b) The disturbed conditions prevailing in many parts of India during the past year have caused great dislocation in postal arrangements from time to time but the main reason for the deterioration' in the service is a rapid expansion of the activities of the Deipartment as a result of the war and post-war development witconsequent employment of large and inexperienced temporary staff.
