On receiving the recommendations of the Disposals Board Government hope to publish the Report and the decisions on the Report before the end of the month. [...] If the Standing Committee sits after the Disposals' Board the standing Committee would be in a position to advise Government even upon the recommendations of the Disposals Board whereas in the ether case the Disposals Board would be sitting in a sort of quasi appeal over the recommendations of the standing Committee.
