The executive is in a position to corrupt the House: the executive is in a position to influence votes of the members by the number of gifts or favours they have in their power to confer in the shape of offices in the shape of Ministersliips in the shape of Ambassadorships in the shape of 'Consulships and any number of offices which the Executive has it in its power to bestow. [...] in India is this: that the Ministers are slaves of the legislature and they have to depend for their existence and for their confnuance in office on the popular views of the people in the country They cannot use their independent judgment; they cannot use their indepenent discretion: the result is that those who keep them in power influence the judgment and the discretion of the Ministers to [...] There is not the slightest doubt in my mind and in the minds of many students of political science that the work of Parliament is so complicated so vast that unless ant until the Members of the Legislature receive direct guidance and initiative from the members of the Executive sitting in Parliament it would he very difficult for Members of Parliament to carry on the work of the Legilature. [...] He says: the Head of the State in India represents the sovereignty of the peopie." We have not yet decided the question of the residence of sovereignty.. [...] The Government here although they represent the ambitions and aspirations of the people and even though they are the most popular people in the country it cannot be said that they are the representatives of the total population of India; they are not the representatives of the whole people because they have a party bias and a party manfesto on which they have been elected.
