The separation of the two is intended to secure the independence of the legilature and also freedom from any influence of the legislature over the judiciary. [...] Article 804(2) reads: Notwithstanding anything in the last preceding clause an amendment or the Consttution seekigg to make any change in the provisions of this Constitution relating to e method of choosing a Governor or the number of Houses of the Legislature in any State for the time being specified in Part I of the First Schedule may be initiated by the intrduction of a Bill for the pur [...] 2231 of the List of Amendments the following be substtuted :- `That in sub-clause (a) of clause (1) of article 148 after the words `in the States of the words `Madras Bombay West Bengal the United Provinces Bihar and Ea st Punjab' be inserted'." Sir I should like to state to the House that the question of whether to have a second Chamber in the provinces or not was discussed by the Provinc [...] Once the joint meeting of the Party Members of both the Upper House and the Lower House takes a deciSion that decision goes through irrespective of the opposit:on or the arguments to the contrary. [...] I want to point out only this that even if we at the present moment do have to agree to have second chambers in the provinces there should be some provision ithe Constitution that the second chambers can be got rid of as speedily as possible not at the initiative or the votes of both Houses of Legislature in the provinces but according to the desire of the Lower House alone.
