Speaker: I have also to inform the Assembly that upto the time fixed for receiving nominations for the Standing Committees for the Ministries of Information` andBroadcasting and Labour ten nominations in the case of the first and eleven nominations in the case-of the second were received. [...] I was rather upset to read even in We Bill which has been moved to-day the second sentence of the/objects and reasons of the Bill: namely "'After a osieful consideration of His Excellency's proposal Government agree to aeeept it and further decide that having regard to the high office and dignity of the pollution of the head of the State the salary drawn at the reduced rate of Rs. [...] Does it merely consist in the amount Of salary or allowances that.the head of the State actually. draws or is jp supposed-to consist in segiething;else2! To my mind iconsists. in Pie strength of the State—the poii. economic. moral and spiritual strength of the State—and also the respect and the regaid the affection which it commands -- from the other nations of the world. [...] It has been made income-tai-free apparently because of the high office and the dignity of the office of the head of the State. [...] The second point is that in the statement of objects and reasons It is stated in the first sentence thus: His Excellency the' Governor-General had some months ago raised the &esti& of an immediate reduction in his salary and proposed that it might be fixed at Its 5 500 a month which is the salary of the President of the Union under the new Constitution:" I have got a copy of the Draft Constituti
