The Assistant Secretary of the Council announced the arrival of His Excellency to the Hon'ble the President and the Hon'ble the Speaker. [...] 3. The Hon'ble the President and the Hon'ble the Speaker then met His Excellency in the centre of the inner square under the small dome in the vestibule where a procession was formed in the following order :— MARSHAL. [...] In the region of finance always the touch-stone of popular control responsibility under the previous constitution vested in the Governor in Council whether the expenditure was to be made under the direction of a Minister or under that of an Executive Councillor : in other words Finance was a reserved subject. [...] There is one limit of 15 days in all set apart for the discussion of the demands for grants : the other limit is that of 2 days which is the maximum time that can be devoted to discussion of any one grant : the former power of the Governor to allocate a specific period frequently in practice brief for each grant has disappeared and the result is that subject only to the limits to which I have r [...] The change is intentional and the modified procedure represents a fairly close approximation to the practice of the House of Commons : it has been adopted in the hope of facilitating that responsible and discriminating criticism which in relation to the business of supply is one of the most important functions of a constitutional opposition.
