Will the Gov.mment be pleased to g;ve the shortest as well as the longest I toe that elapsed between the date of application and the date of realization under the Ordinance No. [...] In the District Board elections certain members succeeded and if they were let free the result was possible that the gentleman who became the chairman may not have become the chaiman but before the election of the chairman could be held two men were put in jail and the result was that the gentleman whom the district authorities wanted to succeed easily succeeded. [...] The first is with reference to the words "has instigated is instigating or is about to intigate any person or class of persons not to pay or defer payment of any notified liability" and the second clause deals with the words "has acted or is acting in furtherance of the objects of an unlawful association as defined in the Criminal Law Amendment Act." Now in the second clause the words "abo [...] Looking into the statement of objects and reasons we can see that the intention of the member in charge of the Bill the Hon'ble the Finance Member is that a certain amount of legislation should be left for the central legislature and as far as this House is concerned we should confine ourselves only to those aspects of the civil disobedience movement which are peculiar to this province. [...] The Congressmen at least some of them with whom I have come into contact have told me that they go to the jails not so much with a. view to break the law 'because in breaking the law they are more or less illustrating the law itself ; but they go to jail because they want to show the futility of the law which lacks ifie essential element of law that is the consent of the 'ruler and the ruled.
