The Hon'ble the Speaker : The question is that in sub-clause.(5-b) of clause 102 line 3 after the word " Commissioner " the full stop be deleted the following be added : "and a second appeal shall lie to the Board." The question was put and negatived. [...] I therefore need not dilate much on the point of the original motion that the prices which the rent-rate officer will have to consider will be prices from 1304 to 1313 Fasil only and the prices prevailing at the time at which he will be considering the question of the determination of the rent. [...] Again Sir the third ingredient which the rent-rate officer will have to consider will be the changes in the crops grown and in the amount of the produce. [...] According to the present instrutions the rent-rate officer will fix one-fifth of the value of the produce as the rent of the zamindar that is Rs.20. [...] So I submit that the prese.at provision will work adversely against the interest of all concerned and that it is unworkable and it will be difficult for the rent-rate officer to find out from house to house and tenant to tenant what will be the produce of the land and what amount of the produce will be calculated for the purposes of fixing rent.
