Rai Daya Shankar Sahib : Will the Government be pleased to stale the amount spent in the payment of travelling halting and other incidental allowances of the following officers of the Co-operative department from the 1st January 1920 to the 31st December 1920 :- (1) The Deputy Registrar ; (2) The First Assistant Registrar ; (3) The Second Assistant Registrar ; (4) The Junior Assistant Regis [...] There is one point which I wish to bring to the notice of the Hon'bie the Home Member regarding the administration of jails and that is about the position of and treatment accorded in the jails to political prisoners. [...] The question runs thus :— Has the attention of the Government been drawn to the fact that the Bulandshahr district jail is surrounded by public and private buildings used mostly for residential purposes by the civil population and that even the gallows inside the jail is visible from sonic of the house tops ? If the answer be in the negative will the Government be pleased to make an inquiry. [...] The isolated situation of many of the settlements the difficulty of finding a market for the products within easy reach the expense of purchasing small quantities of raw material and the inferior quality of the work done all added to the difficulty of obtaining remunerative prices for the work of the settlers and necessitated the reduction of the wages both to the lowest possible limit. [...] The honourable member who has referred to the famine orphans is doubtless aware of the provisions of the Famine Code which enjoins upon the District Officers the duty of inquiring whether any organization is available professing the same religious faith as that of the orphans to take over the custody of the orphans before they are entitled to hand them over to the custody of any other organization
