The Hon'ble the President : Before the business of the Council begins I wish to inform the Council that the address which the Council voted in the early part of the session—the address of congratulation to His Excellency—was presented to His Excellency. [...] But coming back to the agency which should take up the revision of the Educational Code the rules as they stand at present although they give a sort of initiative to the non-official members of the Board still it was said in reply to a question put by me the other day that the function of the Board is to advise Government on matters that may be placed before it by the Director of Public Instru [...] In the exercise of that power the non-official members of the late Council elected my friend the honourable member for Muzaffarnagar the honourable member representing the University and the honourable member for the district of Agra as their representatives on the Board of Education. [...] I do not think there is any justifiction of such restrictions on the part of the department and I would bring this fact to the notice of the Council that it is not the letter of the Code which will give any facility to such institutions but the spirit in which these rules are administered and enforced by the department so what I wish is that the policy of Government should be of encouragement [...] Prbably the personal equation has a great deal to do with the relative merits of the twi I will say only this that reading the annual reports of the Board of the School-Leaving Certificate examination year by year I was unable to resist the conclusion that the method that is employed in the school-leaving certificate examination is far superior to the method that is employed in the University
