The Kumaun Forest Committee made a recommendation that the revenue derived from the collection of these articles should bo handed over to the district board and should not go to the Forest department because it is well known that hides are out of the cattle of the people and the same is the case with bones. [...] I do not think that the Hon'ble the Home Member or the Chief Conservator of Forests would tell the House that the hides referred to are collected in the forest being the skins of wild animals as we all know that there are so many carnivorous animals and vultures in the forest who devour the skins of wild animals. [...] The demand for the formation of panchayats is a proof of the good faith and be of Ades of the representatives of the people of Kumaun. [...] Well if the Government insists on that the noble idea of the scheme that has been approved of by the Goverment and that is liked by the people will end in failure What I suggest to the Government is that they should pay for the ukeep of the panchayat forest partly from the Revenue department as they at present propose to do and partly from the Forest department so that these panchayat fore [...] The only other point raised by honourable members is the question of travelling allowance of the divisional forest officer of the division from which the bulk of the resin comes.
