The Assembly met in the Assembly Chamber at a Quarter to Eleven of the Clock being the first day of the third Session of this Assembly pursuant to S. 631) (2) of the Government of India Act and the President (the Honourable Sir Alexander Frederick Whyte Kt.) took the Chair. [...] The duties of the Committees will be of an advisory nature and I trust that the Departments will find the Committees of real assistance and that the members'of the Committees on their part will gain a wider insight into the problems of the administration and that experience will demonstrate the benefits to be dc rived from the continuance of this system.it E. u VICEROY'S SPEECH.
