[...] The House will remember that in 1935 when I was moving a Resolution on the subject of the League of Nations 1 drew pointed attention to the fact that the theory of collective responsibility and collective security is being given the go-by and that there is no safety for the world until collective security is made the lodestar of the people of the world.
