Sir it will be within the recollection of this House that there appeared a telegram in the India [...] We know as a matter of fact that the Indian has been given some sort of communal franchise there; we know that in Kenya the Highlands are reserved for the mighty whites but the fact of the matter is that in none of these territories is the position of the Indian secure or even tolerably good.
