3. A candidate seeking admission to the examination must apply on the prescribed form before the 18th May 1931 through the Collector or Deputy Commissioner of the Ditrict in which he resides to the Chief Secrtary of the Governor's Province in the seletion area for which he is a candidate. [...] A candidate must hold a Degree of a University approved by the Governor General in Council or have passed the Diploma Examnation in the 1st or 2nd Division from the Aitchison College Lahore the Mayo College Ajmer the Daly College Indore the Rakumar College Rajkot or the Rajkumar Colege Raipur or have passed the Cambridge School Certificate examination. [...] In excetional cases the Public Service Commission may on the recommendation of the Local Government treat as a qualified candidate a candidate who though not possessing any of the foregoing qUalifications has passed exminations conducted by other institutions of a standard which in the opinion of the Public Service Commission justifies his admission to the examination. [...] (2) For the purpose of this rule the Local Government means in the case of the NortWest Frontier Province the Chief Commisioner and in other cases the Local Goverment of the Governor's province which contitutes or is included in the selection area.
