The Governor shall be kept informed either by the President or by the Secretary through the President of matters of importance arising in the course of the work of the Council Department and his instructions shall be sought in the same manner us occasion may require in matters other than those relating to the actual business of the Council in which the President is himself the ultimate authori [...] The annual estimates of receipts and expenditure of the Council Department shall be drawn up by the Secretary in accordance with the instructions issued by the local Government for the preparation of the budget estimates of the departments of Government and submitted to the President for his approval.
