(2) The regulations for the time being in force in any province for the purpose of elections to the Legislative Councill of that province in regard to the following matters namely — (1) the authority by whom the electoral roll shall be prepared and the particulars to be contained in the roll (2) the time at which the roll shall be prepared (3) the publication of the roll in the constituency to [...] (9) The Returning Officer shall without delay report the result of the election to the Secretary to the Government of India in the Legislative Department and the name or names of the candidate or candidates elected shall be published in the Gazette. [...] (3) If any difficulty arises as to the preparation or publication of the first electoral roll or the holding of the first elections after the commencement Of these rules the Governor-General in Council may by order do any matter or thing which appears to him necessary for the proper preparation or publication of the roll or for the proper holding of the elections.
