(Forests) dated Simla the 5th July 1921 from the Government of India Department of Revenue and Agriculture to the Secretary to the Government of Madras Development Department ; the Secretary to the Government of Bombay Revenue Department ; the Secretary to the Government of Bengal Revenue Dopartment ; the Secretary to the Government of the United Provinces Forest Department ; the Revenue [...] On the completion of a three years' course the number of probationers for the Imperial Service required for that year might be selected by the Government of India ; the candidates obtaining the diploma but not selected for the Imperial Forest Service would obtain appointments in the Provincial Service service in which would render them eligible for promotion to the Imperial Forest Service in the [...] As regards the attainment of a proper spirit of camaraderie and the encouragement of esprit de corps referred to by the Government of India in paragraph IS of Mr McKenna's letter under reply the Government doubt whether students of different races would in India mix out of class hours to the extent necessary to foster this spirit and consider that the assimilation of Indian and European recrui [...] On the other hand the Government of Bengal are strongly in favour of the proposal to create a higher grade college at Dehra Dun for the training of Indian recruits for the Imperial Service and they are of opinion that no considerations of expense should stand in the way of its establishment The Governor in Council agrees with the Government of India that the training of candidates for the Imperial [...] 3. The main defect however in training in India lies in the absence in India of normal forests the growing of which should be the objective of the training of all forest officers.
