The 'object of the present Bill is to provide that for the purpose of provisions in enactments notifications rules contracts deeds and other instruments the date of the termination of the war shall be such date as His Majesty in Council may declare in pursuance of the powers conferred by the English Statute. [...] (2) In particular and without prejudice to the generality of the foregoing power such rules may provide for— (a) the grant of licenses to possess any specfied poison for sale wholesale or retail and the fixing of the fee (if any) to be charged for such licensee ; (6) the classes of persons to whom alone such.licenses may be granted ; (e) the classes of persons to whom alone any such poison [...] (2) The person to whom the warrant is direced may enter and search the place in accordance therewith and the provisions of the Code of Crminal Procedure 1898 relating to searcwarrants shall as far as may be he deemed to apply 'to the execution of the warrant. [...] The more important features of the Bill are :— (1) The substitution of a single clause (clause 2) for sections 2 4 and 6 of the existing Act with the object of empowering Local Governments to regulate the possession for sale and the sale whether wholesale or retail of any specified poison anwhere within their respective territories instead of in municipalities and cantoments only.
