The following Report of the Select Committee on the Bill to provide for the amendment of the Indian Penal Code and the Code of Criminal procedure was presented to the Indian Legislative Council on the 8th March 1919 :— We the undersigned Members of the Select Committee to which the Bill to provide for the amendment of the Indian Penal Code and the Code of Criminal Procedure 1898 was referred [...] At the same time it would obviously in many cases destroy the value of the protection promised if the nature of the promise were made public and we have therefore provided that the Court shall not disclose any of the terms of the promise to the defence unless in its opinion it is necessary to do so in the interests of justice. [...] We have now provided for an increase or decrease in the standard profits proportionate to the increase or decrease of the capital at the end of the accounting period as compared with the average of the amounts of capital employed on the last days of the years selected by the assessee as the years for which standard profits are to be ascertained.
