The control of education in Bengal (with the exception of the eduction of Europeans which in terms of the Government of India Act is administered by a Member of His 14_ 'xcellen.._ y the Governor's Executive Council) rests ultimately with a Minister who during the whole of the year 1930-31 was the Hon'ble Mr. [...] Excluding the post of the Director of Public Instruction the men's branch of the Indian Educational Service cosisted as in the previous year of G7 appointments 3 of which were contained in the higher 10 in the lower selection grades and 1 on a special rate of pay : the remaining 53 posts were in the ordinary timscale of the service. [...] Popular lectures occasionally given in the Common Room on subjects of general interest drew large houses : some of the subjects treated during the year were the Ruins of Harappa the discoveries of the Romans the work of Pasteur. [...] The abnormal conditions of the year under review brought about both by the acute economic distress of the people and the Civil Disobedience Movement have swept aside what little improvements were effected in recent years in bettering the condition of teachers by the institution of provident funds and by the adoption of increased rates of fees. [...] On the other hand two schools in rural areas—one in the district of Midnapore and the other in the district of Faridpur—and one school in urban areas in the district of Jessore had to be abandoned owing to the inability of the local bodies concerned to contribute their share of the cost.
