107 (1) the introduction of the system of direct election (election by people) in the District Boards (2) abolition of Local Boards (3) the debarment of a nominated member from becoming the Chairman or the Vice-Chairman of the District Board (4) the minimisation of the number of nominated members in the District Board and (5) the lowering of the franchise. For the words " Government of the LieutenanGovernor of Bengal " in the preamble to the Bengal Local Self-Government Act of 1885 (hereinafter referred to as the said Act) and for the words " Lieutenant-Governor of Bengal " in section 1 of the said Act the words " Government of Bengal " shall be substituted. [...] In section 17 of the said Act for the word; " in the case of a member of a District Board to the Commissioner and in the case of a member of a Local Board to the District Board " the words " to the Chairman of the District Board or Local Board of which he is a member " and for the words " Commissioner or District Board " the words " District Board or Local Board " shall be substituted.
