5. The terms of reference under which the Commission is acting are as follows :- It is " to enquire into the working of the system of Government the growth of eduction and the development of representative institutions in British India and matters connected therewith " and it is "to report as to whether and to what extent it is desirable to establish the principle of responsible Government [...] 8594P.—The 9th March 1928.—In pursuance of section 61 of the Cantonments Act 1924 (II of 1924) the Governor in Council is pleased to give notice of his intention to impose the following water rate and tax in the Dum-Dorn Cantonment to be payable by occupiers of holdings and whenever any holding is unoccupied for a period of 90 days glonger by the owner up to per cent of the annual value of [...] 1424P1.—The 10th March 1928.—In exercise of the power conferred by section 11 of the Indian Motor Vehicles Act 1914 (VIII of 1914) the Governor in Council is pleased to make the following amendments in the rules regulating the use of motor vehicles in the Bengal Presidency other than in Calcutta (including suburbs) and the municipality of Howrah : Amendments. [...] 2245J.—The 9th March 1928.—In exercise of the powers conferred by sections 14 and 15 and the proviso to section 357 of the Code of Criminal Procedure 1898 (Act V of 1898) the Governor in Council is pleased— (a) to confer upon Babu Gosta Behari Chaudhuri the powers of a Magistrate of the second class in the district of Midnapore for a period Midnapore. [...] 2220.1.—The 10th March 1928.—In exercise of the powers conferred by sec tious 14 and 15 and the proviso to section 357 of the Code of Criminal Procedure 1898 (Act V of 1898) the Governor in Council is pleased— (a) to confer upon Baba Hara Prasanna Banarji the powers of a Magistrate of the second class in the district of Pabna for a period of Pabna.
