Jurisdiction.—It shall be the duty of the Tribunal to exercise such jurisdiction as is conferred on them by the provisions of this Chapter and for that purpose the Tribunal may make such orders including interim orders for the payment subject to the provisions of this Chapter of costs as the cicumstances may require and it shall be the duty of the Central Government the Provincial Governme [...] Powers of the Tribunal.—The Tribunal shall have the powers of a civil Court under the Code of Civil Procedure - 1908 (V of 1908) for the purposes of taking evidence on oath enforcing the attendance of witnesses compelling the discovery and production of documents and issuing commissions for the examination of witnesses and shall be deemed 'to be a civil Court for all the purposes of section 195 [...] (2) Where in the opinion of the Tribunal any matter involves any question of principle it shall be decided by the full bench of the Tribunal consisting of the President and two members with the aid of assessors selected by the Ministry of Transport in equal numbers from the trade and industry panel and the railway panel.
