2] THE GAZETTE OF INDIA MARCH 17 1951 111 STATEMENT OF OBJECTS AND REASONS This Bill is introduced in pursuance of article 114(1) of the Constitution of India to provide for the appropriation out of the Consolidated Fund of India of the monies required to meet the Grants made by Parliament for expenditure of the Central Government on Railways for 1951-52.
