Frank Anthony, who want- ed through their amendments that the provisions of the law should be appli- cable only to one or two classes of people, that is people who are danger- ous to the security of the State, but that the black-marketeers etc. , should completely be taken out of the purview of this Bill. [...] No doubt, the Clie ktitution Act gives Government the power not to disclose the grounds in grAllonc interest, but at the same time 22(5) will be a complete nullity if the grounds are not communicated to the Advisory Board so as to enable it to came to a reasonable conclusion on the question whether the detention is necessary or not We should use that the powers that we give are not abused by the e [...] Directions should be sent to the executive smears to send to the Advisory Board the material connected with the detention order and the grounds detention immediately the order isof made and at tgarte, within the time prescribed. [...] the Advisory Board should be given the right to call any material that is necessary, if in the opinion of the Board such material should be supplied to them; the Board should also have the right to hear the person concerned. [...] Minister will consider the desirability of agreeing to the wishes of the Mem- bers and that the Members may not Press that the person should he given the right to be heard nersonally or through his lawyer in all eases.
