If the disclosures are in accordance with the average of their incomes in the past, it is spread over a few years as the declarants' announced incomes of the assessing periods and those figures are judged with the previous accounts they have submitted and in cases where it is found that the disclosure is not com- plete, the penalty is not wiped off altogether but there is a partial penal- ty. [...] O. and the Section officer of the Services Division of the C. P. W. [...] D. but at the instance of the Ministry, the Chief Engineer has issued orders for the provisional recovery of the requisite amounts from all the contractors working on the project and a sum of Rs. [...] The principal accused in the case were the Executive Engineer who counter- signed the bill, and the S. D. [...] O. In order to charge-sheet the official, the Special Police Establishment have been requested to make available the relevant documents which they took away during the investigation of the case.
