(iii) In page 3, after line 7, insert: "Provided that, on the occasion of the first summons to the Mem- bers of the House of the People elected at a general election, and if the Speaker of the House of the People at the time of the dissolution of that House, before the general election, not being available for any reason, and the rules of procedure not providing for such a contingency, the Presi- [...] It is, however, necessary and proper, in my opinion, that the authority of the House itself, namely, the Speaker of the preceding Parliament, or of the continuing Parliament, should have the right to fix the date when the next session will be held. [...] Members will read the original article 85 and the proposed article 85 they will see that the sum- moning of the Houses of Parliament and the States Legislatures was man- datory—shall be summoned" are the words—and the President or the Governors are only enabled by the wording "may from time to time summon Parliament or the Legis- lature. " Here the change contem- plates that the President or Gover [...] Therefore this amendment of mine seeks to get over the difficulty if not entirely, at least to a certain extent, by stating that in view of the changed language of the article the interval of six months, at the maximum, ought to relate to the last sitting in one Session and the date of the sitting in the next session, not the date ap- pointed.
