BUSINESS OF THE HOUSE The Prime Minister and the Leader of the House (Shri Jawaharlal Nehru): May I make a very brief statement about the work before the House? [...] Here you find the man who takes the responsibil- ity for the production of the paper, for the news content, for the publication, for the keeping of the press and for the printed material. [...] But the very conception of the law as it is at present, is that who- ever may write the article, the editor, who controls the selection of the matter, who publishes the matter in the paper, it is his final responsibility. [...] It will be clear that there is a world of dif- ference between the intention of the keeper of the press and the intention of the writer of the article. [...] the Home Minister is correct because the grava- men of the offence of the keeper is quite different from the gravamen of the offence of the man who keeps the press and disseminates the objection- able matter.
