Our past experience justifies us in the confident hope that a vigilant administration of the law will rehabilitate the cottons in these areas to the considerable benefit of the growers and the reptation of Indian cottons generally The watering of cotton in gins and presses has continued to receive a great deal of attention from the Committee and you will hear with plesure that the Governmen [...] The VicPresident moved and Sir Joseph Kay seconded the following resolution which was carried unanimously :— *Appendix III (page 38)."16 RESOLUTION 2.— That the Central Cotton Committee consider that the report of the Director of Agriculture Madras Presidency on the working of the Cotton Transport Act in the amalgamated Southerns area should be brought to the notice of the Government of Madra [...] Burt proposed :- RESOLUTION 9.—That the attention of Directors of Agriculture and other officers responsible for the preparation of cotton forecasts be invited to the discrepancies between the estimates and the press returns and that they be asked to ascertain the cause of the diffeences. [...] The Comittee therefore request the Government of India to adhere to the prescribed dates or in the event of a possible delay to give early intimation to the Indian Central Cotton Committee of the exact date of publication. [...] A copy of the forecast was posted on the door of the office of the Director of Agriculture and on the door of the office of the Director of Industries and also in the Telegraph Office.
