At the last meeting the Committee adopted a report of the Local Sub-Committee one item of which was that Directors of Agriculture should be asked to submit proposals for the extension of publicity and propaganda with regard to the Committee's work in the Provinces and to indicate in what manner and to what extent the assistance of the Committee could he most profitably utilised in such work. [...] The usual reports of the Agricultural Research Sub-Committee the Technological Research Sub-Committee and the Standing Finance SuCommittee are included on the agenda as well as a summary of the Proceedings of the Local Sub-Committee which has dealt with all matters unconnected with finance since the last meeting of the Committee. [...] Burt was passed :- RESOLUTION 10.—The Central Cotton Committee approves of the action taken by the Local SuCommittee in recommending to the Madras Government less drastic legislation under the Madras Cotton Control Bill provided that the scope of the Bill is restricted to the growing of Pulichai cotton in the Tinnevelly area." Summary of discussion. [...] The growers' representatives on the Committee considered that the recommendation of the Local Sub-Committee on the reports of Local Governments on the effect of pools on the price paid to the grower for his cotton did not go far enough and desired the Committee to urge Local. [...] One item in the terms of reference given to the Indian Cotton Committee in 1917 read and by the prvention of the harmful practices of adulteration and damping which have done so much in the past to lower the reputation of Indian cotton." The two opening sentences of paragraph 214 of the Report of the same Committee contain the following ominous words :--- "The condition in which Indian cotton
