[...] The proposal to transfer the cotton forecast work to the Indian Central Cotton Committee therefore reduced itself to the transfer of this work to the Secretary of the Indian Central Cotton Comittee and his staff. [...] His suggestion was to leave the compilation and publication of crop statistics in the lands of the Director-General of Commercial Intelligence but to form a Special SuCommittee of the Indian Central Cotton Committee for post-mortem " examination of cotton forecasts which would include the Director-General of Commercial Intelligence Directors of Agriculture and members of the trade.
