His Excellency the Viceroy opening the proceelugs of the Legislative Council on the 1st of Feruary last and alluding to the death of our lite lamented Sovereign rightly said that the Proclaim tion of 1858 is the “Magna Charts-ef This Proclamation is not merely the great charter of Indian citizenship but is also the first and the foremost title of the British Crown to the supreme sovereign [...] While on the one hand the Proclamation of 1858 established finally and for good the soveeignty of the British Crown over the people of India : on the other hand it conferred on them in the fullest measure the rights of British citizenship. [...] The Proclamation may thus be regarded as the corner-stone of our constitution on which the supestructure of the sovereignty of the British Crown and the allegiance of the Indian subjects may be said to rest.
