In 1833 the Company placed their “rights and property at the disposal of Parliament” and the Parliament thereupon passed the Govertornent of India Act of 1833 which is in reality the cornestone of the Indian constitution. [...] But the Pioneer very discreetly adds that to question such authority it Must he shown that the power of the GovernoGencral above referred to has become exhausted by the creation of the Lieutenant-Govern' rship of the Punjab. [...] 47 of the India Councils Act of 1861 had empowered the Governor-General with like santion to divide Presidencies and Provinces in any manner he liked ? The Act of 1865 expressly says that its object is to " enlarge the powers of Governor-General in Council" and to "amend the law respecting territorial limits of the several Presidencies and Lieutenant-Governorships in India." Reading sec. [...] 4 and 5 of the Act of 1865 the powest conferred on the Governor-General under the forme! must he taken to be limited to alteration of bounaries and under the latter to the extent of a zilci or a district. [...] This is a new book and for the first time collects in one place the whole of the law on the subject of Solicitor's Lien—the law that is which prevails in England and which leaving out of consideration the Falicitor's Act of 1860 is the same as the law p evailing in this country.
