In some of the Europeafi universities the result in the final examination to a great extent depends on the merits of the exercises written or work done during the period of training. [...] Apart from the merits of the measure this is bound to give rise to divergence in legislation and conflict in the laws that we predicted would be the inevitable result of the Partition This is neither a cheerful prospect for the people of both the provinces nor for the High Court which now forms the only common aministrative link between them. [...] Then when the names of candidates are thus clandestinely submitted to the Government the Government is to prepare a list of the eligible canddates and forward it to the Municipalities or the District Boards as the oasemay be. [...] the public are to be kept completely in the dark both as regards the nomination and the prparation of the list of eliir ihle candidates by the Government mei es to the results at the different stages of the election. [...] The power of the Local Government to frame resolutions for giving effect to the Regulation of the Government of India for the election of members to the Local Council of any Province is limited to the four corners of such Regulation.
