On submission of the report of the inquiry the question of the granting of sanction to prosecute witnesses in a pending case orin a judicial inquiry was submitted for the consideration of a Full Bench of the Bombay High Court composed of Westropp C. J. mad Lloyd Melville Green and Kemball JJ.
