We offer the most hearty greetings to the members of the pench the Bar the legal prfession generally and to our read* in partcular on the reopening of the MO Court of Justice in Bengal 00d the 4esumption of our duties for the coming' -Air The legal year in Bengal commences 'under very happy and according to popular belief and sentiments very auspicious circustances. [...] Most of the powers of the Secretary of State are exercised by him in council and the Cabinet has decided that the business will be conducted by the Council of India which will meet weekly under the presdency of the Vice-President. [...] The present visit of the Secrtary of State therefcre need not disturb the equanimity of any section of the community but on the contrary calls for the loyal co-opertion of all British subjects of His Majesty. [...] It is the duty of us all to put aside all passions and prejudices and endeavour even at a personal sacrifice to secure the solidarity of British rule in India broad-based on the equitable and fair representation of all the important communities in India in the responsible Government of the country safeguardinff at the same time the interests rights and liberties of the minorities. [...] In connection with the constitutional reforms we suggest that the public bodies in Bengal should in their representation to the Secretary of State ask for the redemption of the pledge given in the memorable Partition Despatch of the Viceroy (Lord Ilardingo) of August 1912 in which an assurance was given for the restoration of all Bengalespeaking areas.
