The ministers do not act accoring to the commands of the executive but it is theexecutive head who acts accoring to the advice of ministers who are rsponsible not to him but to the represenative legislature and their tenure of office does not depend on the of the executive.head but on that of the legislature. [...] The essential distinction between a self-governing and noself-governing member of the Empire consists in the fact that.in the former the executive body is responsible to the legislature and in the latter it is not. [...] The omission of any claim for ministerial rsponsibility in the Executive Government makes the demand of the Congress-League not one for the raising of thettatus of the Provicial or the Central Government in this country to that of self-governing Colonies but to one akin to that of the more advanced Crown Colonies where the executive is supreme. [...] The only matters for legtimate criticism are in respect of the transitional reservations and limitations which may be said to err on the side of over-caution and would seem to require material modifications for reducing the planes of friction between the executive and legislature and facilitating harmonious woring of the machinery of State both in the Prvinces and in the Central Governmen [...] At the hearing of the application when the Apellant adduced evidence the learned District Judge was apparently satisfied that in so far as the alleged default was concerned the Appellant was blameless but he declined to readmit the apeal on the ground that in the course of examiation of one of the witnesses a co-Appellant deposed.that he had not in fact authorized the Appellant to ent
